Oh, it wasn't only in Paris in 2003 - but here in the South (West) we were better prepared than in the North. They didn't have the sense to close the shutters on windows facing west before it got too hot, for Pete's sake! That, and they didn't insist enough to make people (especially the elderly) drink enough water often enough. Really, 40° in the afternoon is not the worst - the worst is the temperatures not going under 20° in the night. Hate to make that pun, but I reckon we've got a heat wave problem :D
It is an anomaly, but an anomaly that's been repeating itself over the past few years. I don't have A/C, and I don't want to - it's as far from ecological as you get, and there are other ways of keeping a house cool. Plus, we can always nip over to the cinema or something :o)
